Abstract 
                            COBGIS.plan_Billboards features used to track locations of billboards within the City Limits of Bellingham as per regulations in BMC 20.08.020
Purpose 
                            City regulations limit the location of, and total number of billboards within City Limits. This featureclass is used to track existing billboard locations. It is edited when billboards are moved, or removed from the inventory
