Line featureclass depicts existing and recommended primary pedestrain network infrastructure as approved in the City of Bellingham Bicycle Master Plan. Includes recommended facilities, project IDs, prioritization scores, and master plan implementation tiers.
For use in planning transportation projects, and tracking progress on plan implementation.

Data were collected using methods that are accurate to within 2-5 meters (EPA National Geospatial Data Policy [NGDP] Accuracy Tier 2). For more information, please see EPA's NGDP at http://epa.gov/geospatial/policies.html)
Most linework copied from COB's tran_WhatcomRoads, and park_Trails featureclasses. Some off-street connections created as new features. Features were then split and/or merged to represent complete facility segments. Projects and attribute values are keyed to left/right topology of relevant street segments.
All likework replaced with linework from COB's tran_Sidewalks layer, additional linework added where PPN is incomplete. Change made from centerline model to facilitate statistical modeling for concurrency service areas and network completeness.
Attributes include the master plan ProjectID, prioritization SCORE, and plan implementation TIER from the adopted Pedestrian Master Plan.
